You may or may not be healthy, and optic neuritis can be a serious problem -- both for its own sake and because of an underlying disease that causes it. But that doesn't mean it's HIV. Clearly it is not, and your own doctor probably said the same thing. Syphilis is a possibiility, a much more common cause of ON than HIV, and could explain all your symptoms. Were you tested for it?

Too bad you didn't say something about your reactive arthritis from the start. ReA sometimes causes optic neuritis. If you have a rheumatologist, make sure s/he knows of your ON diagnosis.
Clarification: Reactive arthritis causes various kinds of eye inflammation, especially conjunctivitis or uveitis. I'm not sure whether it can cause optic neuritis. But it seems like a good bet and for sure something to discuss with whoever provides care for your ReA.
RA does not cause inflammation of the nerve.
