Possibly Herpes?

I recently noticed some red blotches on my penis when going to the bathroom. Some of these blotches are on the head of my penis and below the head (where it was circumsized.)  There also seem to be some small red bumps on some random spots of the same area. I have waited for about a week now and there wasn't any blistering or fluid but it seems to be itchy kind of often (but to add, my whole body seems to be VERY itchy lately for some unknown reason which has been bothering me also and in very random places.) The head of my penis also seems to be tender. The best I can describe it as chaffed or something. The skin seems to be dry or flaky in some spots. Like a dry flake of skin in a small spot. I'm not sure if these would be "scabs" or not. They don't appear to be like scabbing of any kind that I've had anywhere else but I am sure that there is no fluid or blistering but again is a little sore. I thought possibly from itching which I do a lot sometimes. I also thought that this may be a case of PPV but I'm no expert and I don't believe it causes itching. Also, I don't know if this is related, but when I masturbate with lotion it seems to irritate my penis and give a burning feeling. I have tried more than one kind. I would like to be checked out but I have a few dilemas
              1) I live in a small town and I have friends working in the lab at the hospital which would be weird whether they said anything or not and our health department only visually checks for a few things
              2) I do not have any insurance and I'm pretty low on cash lately (totally lame excuse I know but that's why I thought I would write first before going ahead with being tested)
A few things I thought you should know before I go is that I have only had unprotected sex with people that I knew had been checked and were clean, but I have had two cases where the condom broke on one girl and I quickly replaced it and the other case the condom broke on a different girl but she was checked about two weeks later and said that she was clean. I never saw the papers on that and at the time had nothing to worry about I thought. This was a few months ago also. The first girl, however, I have no idea the status of how clean she is or if she's been checked, but it was only inside unprotected for a few seconds and I didn't see or feel anything out of the ordinary. I am a 20 year old caucasian male. I myself have never been tested for STD's. Thanks for any response and the help.

Well, thank you. I really appreciate all your help. One last question. Could this be a mild form of herpes? Could these red blotches or bumps be a mild form or something of that nature? Sorry, for asking again. Just trying to double check. I mean, if you have herpes, does the outbreaks always blister and form fluid? Could these be mild blisters without having the fluid that comes with it, or is that not common? I can still notice redness in certain spots of my penis (the head). Thanks for any input. You've been a great help:)

This really does not sound at all like a std. It's definitely not herpes.

Well, my girlfriend and I were having unprotected sex and only used a condom a few times. We've only been sexual with each other since we've been together which has been almost five months now. She is on the depot shot and I had never experienced a problem when I used a condom or when I didn't. She didn't have STD's and I wasn't experiencing any problems until about a little over two weeks ago. We do not use lube and I've noticed that the red bumps are concentrated on the head and the blotches aren't there any more. These red bumps only really seem noticable after sex. The itchyness doesn't occur after sex now though. There is still no herpes like symptoms as far as blistering or fluid, but the red bumps are still present. I informed her about the problem when I first noticed it and it seemed like it cleared up so we didn't take much notice to it afterward because I can only notice these bumps after sex really. Also, today, the tip of my penis(where I urinate from) seems to be sore. It kinda bothers during sex. This is a new symptom. I don't know if it has been rubbing on my boxers and I just seem to be noticing tenderness now and never paid attention before or not. Once again, any thoughts? Thank you.

P.S. I plan on making an appointment in a neighboring town to be checked out but I'm not sure what to be checked for.

Do you use lube with your condom when you have sex? Also take a look at the condom brand as well as if it's prelubed or not - you might be sensitive to either of those too.

Well, the small red dots have gone away, but I can notice the red blotches on occassion and another problem, I've noticed, is that when I have intercourse, my penis start to itch terribly a few minutes into it and afterwards for about  fifteen minutes. But, before it used to itch all the time now it's only then. I've also noticed that the skin on my penis (especially the head) is dry and flaky. Any thoughts? Thanks again.

I'd stop using lotion for masturbation and switch to a decent lube.

this sounds more like jock itch than anything. follow up on it with your provider though for proper evaluation.  Trust me - no matter how small a town you live in - you aren't the only one with a fungal infection in b etween their legs :)
